KITSO SESSIONS

"Kitso" is a Tswana word which means "knowledge".

Outline and purpose
The Office of the Accountant-General at National Treasury (OAG), the Institute for Public Finance and Auditing (IPFA), and the Accounting Standards Board (ASB), jointly initiated the concept of hosting quarterly accounting update sessions. The main purpose of these sessions is to:
Accrual accounting reforms

  • Keep public sector finance practitioners up-to-date as to what developments are being made, both nationally and internationally, in the development of accrual based public sector accounting standards.
  • Solicit technical comments from practitioners regarding the proposals contained in Exposure Drafts, Discussion Papers or Guidelines issued by the Accounting Standards Board or International Public Sector Accounting Standards Board.
  • Solicit comments from practitioners regarding the practical application and implementation issues that may arise on the first time adoption of a particular standard.


Current modified cash reforms
  • Keep public sector finance practitioners up-to-date as to what developments or amendments are being made to the current basis of accounting.

  • Solicit comments on templates, guidelines or other documents issued by the Office of the Accountant-General requiring public comment insofar as financial accounting and reporting are concerned.


Target audience
  • Junior management upwards (e.g. from salary level 8 upwards in terms of CORE).
  • Practitioners in national and provincial departments, public and municipal entities, and municipalities.
  • Auditors involved in the auditing of public sector entities (both from the Office of the Auditor-General and private audit firms).
  • Academics with an interest in public sector accounting and reporting.
  • IPFA members, as well as members of other professional bodies.


Level of content
  • The content of the presentation is structured on the basis that the standards, exposure drafts, guidelines or other documents have been read prior to attending the workshop.
  • A good working knowledge of the topic is assumed.
  • Examples of application and implementation, case studies, and situation analysis will be included to the extent practicable.
  • The intention is not for these sessions to substitute structured training on any of the proposed topics or discussion documents.


Bokgoni

"Bokgoni" is a Tswana word meaning "competent".

Target audience
  • All public sector financial support staff who are not IPFA members.
  • IPFA's Tier 3 and 4 members who function in a financial support role.


Purpose
Provide a theoretical as well as a practice perspective of the key competencies required to function in a financial support role in the South African public sector.
